To the parents of children who attend Colin Pawell Elementary who park vehicles "on" Cochran's Green pocket park and destroy public property. CPE has sent notices, police and parks department have been notified and are tcketing.
 
The referenced order states (I highlighted the pertinent sections):

C. MOTOR VEHICLES:
i. It shall be unlawful for any person to operate a Motor Vehicle larger than one ton within any park, except for trucks making deliveries of materials, supplies and equipment for the use of the Township.
 
ii. It shall be unlawful for any person to operate a Motor Vehicle in a Park except on Roads and in parking lots, in an unsafe manner, or at a speed in excess of 10 mph.
 
iii. It shall be unlawful for any person to cause a Motor Vehicle to be parked within a Township Facility, except in designated parking areas and times.
 
iv. It shall be unlawful for any person to operate a Motor Vehicle on a Pathway, except for approved maintenance vehicles and wheelchairs or scooters necessary for the physically disabled
 
D. DUMPING, LITTERING, VANDALISM:
i. It shall be unlawful for any person to willfully mark, deface, disfigure, injure, tamper with, displace or remove any of the Township�s property or any other property within or appurtenant to any Park, swimming pool, open space, Pathway, Athletic Field or Athletic and Recreation Facility. It shall likewise be unlawful for any person to: 1) remove, destroy, damage, mark, cut, break or disfigure any tree, shrub, flower, grass or any other plant; or 2) plant any tree, shrub, vine, wildflower, grass or other types
 
I. PENALTIES:

i. Any person found guilty of an offense hereunder shall be subject to a fine in an amount not to exceed $500.00. "Each day of violation shall constitute a separate offense."

You are certifiably crazy. We have called the township, they have stated they are not ticketing
You really need to go out and do something useful with yourself. The area that parents are Parking is not township property, it is county property. Perhaps if you invested your time and energy into something useful, like volunteering at the school, a food bank, with CPS, etc you could do something good with your life. You know, instead of stalking and annoying parents who park for a total of an hour a week in your neighborhood.

This is a silly.
For the record, a park ranger from the township was out there last week (last week of January 2015); he said to make sure to park on the street, that way no one could have anything to gripe about. He said that it was perfectly fine and within legal limits to park on the street around the park. The cops couldn't care less.
Good grief. Go have a cup of tea for the ten minutes that it takes for parents to park and pick up their kids. Really, don't you have better ways to spend your time???

I don't read into this post that parking "in" the street is the original poster's issue. bcole put the word "on" in quotes. I live in the subdivision and have seen a number of vehicles parking on the actual park grounds. Probably in an effort to get as far out of the street as possible for passing cars, it can be difficult in the a.m. & p.m. to get out of the subdivision from the side street. As a result the sprinkler heads are driven over and broken, causing leaks. They are plastic. In wet weather or around broken sprinkler heads, deep tire marks are left on the property. Just saying, it happens. I expect that is the issue here. If indeed that is it, that does not sound crazy to me.

We have the same issue in Timarron-Creekside Forest in the summer. There is a splash pad at the corner of Greenprint and Timarron. Cars park on the grass/street on Greenprint and Timarron, you can't see around them so pulling out onto Timarron you could be hit by oncoming cars. In the evening/weekends you can't even get into our neighborhood at times.

You must be one of those people that parks on the Cochran's Green Pocket Park. FYI - The county has been out to fix the damage created. The county has put flags out by the damaged area to keep people from parking on the park and on the street.
 
BY law the county can ticket cars are parked on pocket park property. And yes the fines are up to $500. The county has numerous pictures of vans and cars parked on the parked property.

Precinct 3 has put up all kinds of signs around Detetchin and Tough that state no parking no standing no stopping during their "school zone" times. They are on main roads as well as around small pocket parks and in neighborhoods. The township says that it's okay for parents to park and nothing can be done well obviously that is not true. The police do give tickets if the signs are not observed according to residents. Both Cochrans green and Capstone residents would benefit from having those signs in our neighborhoods. There is extremely limited parking for Powell due to the charter school being allowed to set up at the church. Powell has a small parking lot as it is but the township thought it was okay to approve another k-8 (7 this year) school anyway. Clearly the impact to the surrounding neighborhoods was never considered. This problem was magnified when CISD took away bussing within a mile of the schools. Powell parents please understand that the neighborhoods of Cochrans green and Capstone are HEAVILY impacted by three schools arrivals and dismissals each day. When you say it's just 10 minutes... You are only the second round of impact. We live here and it's frustrating.

Actually I do not park there. But, I am a fan of truth and responsibility and it is irresponsible of you to be spreading misinformation. Yes, the Township can ticket for people parked INSIDE park areas. The areas these parents are parked in are NOT INSIDE the park. You need to pay attention to the letter of the law and its intention. You can send all the pictures in the world to the township, they will not (and legally cannot) ticket people for parking up on the grass of what is COUNTY property, not TOWNSHIP property. I have seen this area and have also spoken with the township supervisors about this and they have said more than once they will not ticket parents or other people who park on the sides of the street, even if they are up on the grass. It is not their jurisdiction.
 
It would probably do you well to take a xanax around 2pm and chill out until school is out.

Ruedebuci- Until those signs are put up though, Precinct 3 will not ticket and for that matter, cannot as no law is being broken. Your suggestion is a good one about seeking signs. If the ladies worked up in CC focused all their effort into getting no parking signs put out instead of putting out cones (which, incidentally is more likely to be illegal as it is blocking part of a county road) and putting ugly wire flags in the grass, they could probably accomplish something that would benefit the neighborhood.

Signs were promised around Timarron Park. Still nothing. People that live over here are so tired of the cars that park on the streets someone even put up an handmade sign. Summer time is awful because the splash pad is there. You can't see the oncoming traffic when pulling off Greenprint because of the cars parked on Timarron and Greenprint. One day someones going to get hurt.

I did not say that tickets could be given at this time but I did say that the residents do have options. I actually have a lot of compassion for the Powell parents. You have been put in an impossible situation by the township and CISD. The only option that you have been given is car line and biker/walker. Normally this would be fine but the majority of families at Powell that don't have bussing are across a four lane road. At the light there are crossing guards but at the back of Powell at Research Forest there are none. Because Powell also has kids bussed in from 1488 and Harpers landing many kids have extremely long bus rides. If they have after school activities parents are forced to pick them up directly to get them places. Before the charter school was approved by the township Powell had personal pick up. Parents parked in the church parking lot and their students were dismissed directly to them via the north doors of the school. It was a great alternative with minimal if any impact to surrounding neighborhoods. Parents also parked there to bring their kids to school and walked them to the front door if they wanted to. When the charter school was approved it was done so without notifying the residents that another school was going in. Many residents still do not know but do know that there is a lot more "Powell Parent" traffic. Instead of telling the residents that you can do whatever you want and to self medicate maybe we could work together to try to SOLVE the issue. Parents do have a voice when they call the CISD administration offices. Explain what is going on ask CISD to reinstate bussing across Research Forest due to the unusual circumstances of no parking lot to park in to pick up children and the length of bus ride to many students. It's not safe in cochrans green and capstone. Maybe the Powell PTO could look into working with the church to figure something out during dismissal times. Perhaps the charter school is not using the parking lot for PE at that time and Powell could reinstate personal pick up. The residents can let the township know that since bussing was taken way as well as the use of the church parking lot that there is a very negative impact on the neighborhoods. The last resort is to begin the process of getting the signs put in our neighborhoods. I personally would rather not do that option and work together. There are going to be a lot of "no's" there always are but if they hear a lot maybe WE can fix it.

Thank you and I do believe there are solutions. I know that the initial response is going to be "that's not a Powell problem ,CISD problem, Township problem, or Precinct 3 problem" depending on who you call. It seems like " they" like to say their hands are tied --- and that's even if you get a returned phone call. People affected need to be tenacious and keep calling. If you don't like the answer you get ask for someone with more authority to speak with you. This is a VERY fixable issue.

And in the spirit of offering solutions, there is an abandon day care center with a nice big parking lot at the back of Capstone by the bus ramp. Parents could use to that park in instead of on the grass/mud that they are parking on now in Capstone. It might even be easier for Summer Storm area parents to get home if they went there too. Emoticon

One of my neighbors has been waiting for over a month for someone at the township to let us know who decides which ordinances get enforced. If they don't enforce the restrictions on parking ON THE GRASSY AREAS, not the street, why do they enforce other vandalism of township property? Maybe we should park on the front lawns of the people who park on the grass in the park?
 
Galates Moms wait in line on Cockran's Crossing - they are obviously classier and more respectful than Powell Moms.
