Actually the original idea for this Commission was introduced in a by-partisan bill that failed when six of the Republican co-sponsors (Sam Brownback, Mike Crapo, John Ensign, Kay Bailey Hutchison, James Inhofe and John McCain) voted against the bill they co-sponsored.
It was a Republican who suggested that the purpose for these no votes was, as far as he could discern, "to stick it to the president"

The commission itself failed to pass their own report with enough votes to make a formal recommendation... If they'd made suggestions you didn't like and he'd acted upon them you'd probably be excoriating him for acting on an unapproved report!
Given the participants in the commission and how they were selected, I think calling it "his commission" is a stretch - the participants were not selected by him were they?
