Everything would be normal but it woulld be built to keep the suns uv out and hurricanes too. I thought it was a neat idea but a meess and very not for Houston...

Even if it was possible, you would not be allowed internal combustion engines inside, no way you could exhaust all that pollution. It would be electric cars or electric public transit or human powered vehicles only.
And the sun sure seems like it would heat up that thing in no time. So how do you keep it peoperly cool inside? I mean how much energy would it take?
You need to make sure you can move the air to keep it fresh. Can't even image how mush air would have to be exchanged with the outside.
Seems problematic to me, for something that happens every 20+ years or so.
